Private-Sector Development: Opportunities in Public Buildings

Join us for a breakfast briefing Wednesday morning, September 18, 2019

K&L Gates and NAIOP Pittsburgh (the Commercial Real Estate Development Association) invite you to join us for an exciting morning discussion regarding a new, expedited process for redeveloping surplus federal property that could potentially yield billions of dollars’ worth of opportunities in key real estate markets across the country. Created by Congress to streamline the cumbersome, time-consuming, and costly process for disposing of unneeded government property, the Public Buildings Reform Board (“PBRB”) is currently seeking recommendations for up to $750 million worth of underutilized and vacant federal properties to sell to the private sector in the next six months -- part of an eventual $8 billion worth of opportunities the Board is mandated to consider.

 We are pleased to have the Honorable Nick Rahall, a member of the Public Buildings Reform Board, confirmed as our morning keynote speaker. The discussion will also include participation from K&L Gates Government Affairs Counselor and former Congressman Jeff Denham, the sponsor of the legislation that created the PBRB, and K&L Gates partner David Ehrenwerth, a former Associate Commissioner of the United States Public Buildings Service

Policy Briefing: An Inclusionary Zoning Discussion with Joe Cortright

Please Join NAIOP Pittsburgh for a special policy briefing with Joe Cortright, a renowned expert on affordable housing and urban policy. The event will occur on Thursday, June 13th from 8:30 a.m. – 10:00 a.m. at the Omni William Penn.

As many of you know, the City of Pittsburgh is actively evaluating implementing a number of affordable housing measures. To this end, we believe we should ensure all of our members have the opportunity to understand how some of the issues have been adopted in other cities and their effects, positive and negative.

Joe Cortright is Director of City Observatory, a think tank focusing on urban economic issues.  City Observatory produces original research on what makes cities successful in the 21st Century, and offers daily commentary on a range of issues including economic opportunity, urban transportation, housing affordability and neighborhood change at CityObservatory.org.

Joe Cortright is principal of Impresa, a Portland based economic consulting firm specializing in urban and regional economics. He serves as Chair of the Oregon Governor’s Council of Economic Advisers, and is a research affiliate of the Upjohn Institute in Michigan. Cortright has served as a Non-Resident Senior Fellow at the Brookings Institution.

Joe's work casts a light on the role of knowledge-based industries in shaping regional economies. Cortright has also written extensively on the migration of talented young workers among cities in a series of studies entitled The Young and Restless.  Cortright is an expert on industry clusters, having produced three studies published by the Brookings Institution, including detailed analyses of the geography of high tech and biotech clusters and a full-color comic book:  Clusters:  An Illustrated Introduction.   His work is quoted regularly in the media, in publications ranging from the Wall Street Journal and The New York Times to The Economist, Business Week and USA Today.

Prior to starting Impresa, Joe served for 12 years as the Executive Officer of the Oregon Legislature’s Trade and Economic Development Committee. Joe is a graduate of Lewis and Clark College and holds a Master’s degree in public policy from the University of California at Berkeley.
